Aerial lift training must be conducted by a designated person who was the knowledge and understanding of the hazards of the workplace, and can provide employees with the knowledge, understanding and skills to operate safely. This means that your company can select someone who meets these requirements. Do you have a senior guy on site who has experience with aerial lifts?  Let them train the other employees.
